It was in April 1999 that Azali Assoumani took command after a putsch, presented a posteriori as an intervention by the army intended to prevent a civil war, as the country was going through a secessionist crisis (1997-2001). He had managed to underline as objectives:
1- Mobile phone installation in Comoros for the first time
2- The inauguration of the University of the Comoros for it to be recognized worldwide.
3- He had managed to reduce a little the accidents during his mandate despite the lack of streets.
4- For twenty years, the Comoros have enjoyed a certain political stability. This stability must be strengthened and, to achieve it, we must develop our country in a sustainable and modern way, significantly improve the quality of life of the population, make young people want to join a real national project where they can find future prospects.
5- He considered food self-sufficiency but also by developing the cultivation of our flagship products, ylang-ylang, vanilla, cocoa and cloves, which will however have to be processed locally and no longer exported directly, in order to create added value and obviously local jobs.
6- Ultimately, fishing, a sector little exploited until now, while we have very important resources and are in demand all over the world.
The second, in 2016, represents an alternation, Azali then part of the opposition. After national meetings, the principle of which had been recorded under his predecessor, Ikililou Dhoinine, and which he confirmed to be held only a few months after his return, the new head of state relies on the conclusions of these consultations, made public in February 2018, to announce the need to reform the Constitution inherited from the Fomboni agreements (2001).
